In this interactive panel led by Dr. Don Moore, subject matter experts from across the industry shared their perspectives on considerations for emergency animal transport before, during, and after disasters. A Q&A session followed brief panelist presentations from the following experts:

Frank Kohn: Transport Considerations and Permits from a Federal Regulatory Perspective

  • Frank Kohn has been a biologist in the Wildlife Trade and Conservation Branch of the U.S. Fish and Wildlife Service’s CITES Management Authority for 19 years. Prior to working at USFWS, Frank spent 25 years in zoos, including overseeing the research collections, acquisitions, and dispositions of the Smithsonian’s National Zoo and managing the North American Red Panda Species Survival Plan (SSP).

Rachél Watkins Rogers: Why Are Registrars an Asset During an Emergency Response?

  • Rachél Watkins Rogers is a retired zoological professional who has been in the zoological community for 45 years and brings 20 years of logistics experience as a zoological registrar. Currently, Rachél is an Instructor and Course Administrator for the AZA Animal Transport for Animal Care Professionals (ATACP) course.

Alan Sironen: Transport Considerations During Natural Disasters

  • Alan Sironen is the owner of Zoo Consultants International, LLC. Alan was employed for over 35 years at Cleveland Metroparks Zoo. During his employment there, he held the positions of Zookeeper, Head Zookeeper, Assistant General Curator, and Curator of Mammals and Large Carnivores.

Dr. Brian Joseph: Before the Event of an Unlikely Emergency

  • Dr. Brian Joseph holds a BS in Zoology from San Diego State University; a DVM from the University of California, Davis; and a Master’s of Fisheries and Aquatic Sciences (MFAS) from the University of Florida. Dr. Joseph formerly served as a Major in the U.S. Army Reserve Veterinary Corps participating in missions focused on public health and animal disease control. Dr. Joseph currently serves as Relief Veterinarian at the Seattle Aquarium, Lead Veterinarian at Merlin Entertainment North America, and Consulting Veterinarian at the Dolphin Experience and the Aquarium on the Boardwalk.

Michael Fouraker: Lessons Learned from Evacuation and Response Mobilizations

  • Michael Fouraker, Executive Director of Fort Worth Zoo, has been with the Zoo since 1993 and has more than 45 years of animal, exhibitry, and zoo management expertise. Michael previously has served on various committees for the World Conservation Union (IUCN), as a board member for the Association of Zoo & Aquariums and the Zoological Association of America, and the scientific advisory board for UNESCO. Michael is also highly involved with the volunteer-based natural disaster response group, ZDR3, which focuses on exotic animal facilities.

Dr. Yvonne Nadler

  • Dr. Yvonne Nadler is the Senior Veterinary Advisor with the Zoo and Aquarium All Hazards Partnership (ZAHP).
